Christopher Mulvihil, Esq.
Christopher Mulvihill is Deputy Superintendent for the Consumer Protection and Financial Enforcement Division at the New York State Department of Financial Services. Chris oversees and supervises the Enforcement Unit, Consumer Assistance Unit, Consumer Examinations Unit, Criminal Frauds Unit and Holocaust Claims Office.
Chris supervises and directs civil investigations and related enforcement actions for CPFED. He has been with New York Department of Financial Services since 2011 and drafted the Financial Services Law. Before joining the Department, Chris spent almost four years as an Assistant Attorney General at the New York Attorney General’s Office with the Investor Protection Bureau.
Prior to that, he was in private practice at Winget, Spadafora & Schwartzberg., LLP. Chris earned a B.A. from Georgetown University and a J.D. from Fordham University School of Law.
Paul Mahoney, Esq.
Paul Mahoney is deputy chief of the Medicaid Fraud Control Unit in the Office of the
New York State Attorney General and supervises over 50 attorneys and 250 other
investigative and analytics staffers combatting criminal and civil fraud and abuse by
healthcare providers in New York’s $70 billion-per-year Medicaid program.
From 1997 to 2004, Paul served in the Manhattan District Attorney’s Office, where he
prosecuted major financial crimes, and before that he was in private practice in New
York City. He earned his JD degree from Cornell University School of Law.
In recent years, Paul has led statewide projects addressing the opioid over-prescribing
crisis and the impact of COVID19 on nursing home residents in New York.
Noreena Chaudari, Esq.
Noreena Chaudari is Assistant Counsel, NYS Department of Public Service. Noreena
is a graduate of the University at Buffalo School of Law, where she served as an
Executive Publications Editor on the Buffalo Law Review. Prior to becoming an
Assistant Counsel at the Department, Noreena served as an Excelsior Fellow.
Noreena’s experience at the Department includes work on appeals of consumer
complaints regarding utility service, the siting of major utility transmission facilities, and
the siting of major electric generating facilities.
