This CLE course will focus on the movement towards cannabis legalization in New York, culminating in the failure of the Marijuana Regulation and Taxation Act. It will examine key issues that emerged as conflict points in the negotiations to finalize the language of the legislation. It will examine regulatory models for the cannabis market and the role of local government, focusing, in particular, on the contemplated relationship between New York State and New York City.
